PayPal is a SCAM?

PayPal is known as the Safest way of transacting money online to buy or sell. You can have an account for Personal, Premium and Business. Then this day I have knew that PayPal have their mafia and some of the testimony of other old member of PayPal accused that PayPal is a Scam.

It's a fine day for me to have my active account on some PTC sites I have registered. Then the administrators of a site have their welcome page to their members about the freezing of their account:

That's particularly in UpBux.com. Thereby stated that their account was frozen, and most of their money earned was there included. And all those account that have bounty of $$. But on the other PTC site (palmbux)
their main account is now already active.

Well I'm not sure who will I believe. And I am not also sure who right or wrong. You will be the one to judge.

    I can't believe this, Paypal is Scam. I was planning to open an account for my Paypal account. Ate Dimples, was this problem solved?
